David Thomas was arrested in August of  2002 during a crack-cocaine raid in Lawton. At the time he served as a substitute municipal judge, and the Lawton Constitution reported he was charged with felony possession of a controlled substance. - KGOU News

On August 26, 2002, The Oklahoman reported:
"An Altus substitute judge and a city hall receptionist have been arrested in a crack cocaine sting in Lawton, authorities said Sunday.

Altus attorney David Thomas, 49, who serves as a substitute municipal judge, and Patricia Webster, 44, who works as the receptionist at the city hall front desk, were being held Sunday in the Lawton jail.

Thomas was being held without bail on a complaint of possessing a crack pipe. Webster was being held on a complaint of possession of crack, said Lt. Charles Whitis, special operations supervisor for the Lawton police.

About 10:45 a.m. Friday, police went to the home of Norris Hill in northwest Lawton, Whitis said. Police had received anonymous tips from their Crime Stoppers line about crack being sold in the 5800 block of NW Baldwin Avenue, Whitis said. A search warrant was served, and Thomas and Webster, who both live in Altus, were found at the house. Hill was arrested on a complaint of trafficking in crack cocaine." - Robert Medley for The Oklahoman
